William S. Smith Library Public Use Policy for Community Patrons

Persons from the surrounding communities are welcome to use the facilities of the William S. Smith Library at South Georgia College in accordance with the following policies.

* Public Use of Library Collection

  • Community users may check out circulating materials with a valid SGC Community Library Card in good standing. Materials checked out on cards belonging to adult users 18 and older become the responsibility of the cardholder. With a completed “Consent for Minor to Use Library” form signed by a parent or legal guardian, minors ages 7 through 17 may also check out materials according to the stated policies. The parent or legal guardian who signed the consent form is responsible for materials checked out on cards belonging to users under age 18.
     
  • A $5 per year SGC Community Library Card may be purchased at the Circulation Desk by showing a high school ID or other valid picture ID that includes date of birth. Cards are valid for one year from date of purchase.
     
  • Library books circulate for a loan period of 2 weeks, with a maximum of 5 titles checked out during a two-week loan period. While the Library does not charge overdue fines, failure to return items by the respective due dates will revoke circulation privileges. Lost or damaged materials will incur a fee that equals the cost of replacing the resource(s) plus a $35 processing fee for each lost or damaged resource, payable prior to the reinstatement of circulation privileges.
     
  • An item may be renewed once unless the item has a hold placed on it.

* Public Use of Library Community Patron Computers

All William S. Smith Library computers access GALILEO and the Internet; GIL, the SGC online library catalog; and several Microsoft software programs that are primarily intended for educational research by SGC students. Students, faculty, and staff from other educational institutions have next priority. However, community users may use the Community Patron computers on the main floor of the library near the Circulation Desk and Periodical Section in accordance with the following policies.

Library computers are not installed with Internet filtering devices or software, although the campus network may utilize such security and other filtering or restrictive devices/software. Library computers are monitored for adherence to computer use policies. However, parents or legal guardians MUST assume responsibility for deciding what library resources are appropriate for their children. Therefore, parents or legal guardians, NOT library staff, are responsible for the information accessed by their children on the Internet.
No child under the age of 7 may use or occupy a library computer or be unattended by an adult in the library. A parent or legal guardian must sign a “Consent for Minor to Use Library” form for minors ages 7 through 17 to use library computers. Children ages 7 through 15 or who are not yet in the 10th grade must be supervised by an adult while using library computers.

General Guidelines:

  • Parent or Guardian complete and sign a “Consent for Minor to Use Library” form for minors who are ages 7 through 17.
  • Present a valid picture ID with date of birth to circulation staff. A high school ID is acceptable for users in 10th through 12th grades.
  • Sign-in and out for each computer-use session.
  • Save all personal research and word processing to a floppy disk (a:) or jump drive. Do not save on the computer’s hard drive (c:).
  • Do not place food and/or drink containers (closed or otherwise) near the computer terminals/tables/units.

Priorities:

Academic use of computers is given highest priority over other uses. Recreational use is given lowest priority. Community Patron Workstations are available to William S. Smith Library users in the following priority order:

  1. Current SGC students, faculty, and staff
  2. Current students, faculty, and staff from the University System of Georgia and other academic institutions
  3. Users with SGC Emeritus status
  4. All other library users

Computer usage is permitted for one hour sessions on the general public workstations, but high or low usage may permit adjustment to the length of sessions. Those using workstations for recreational purposes (such as Internet surfing, personal e-mail) may be asked to give up their computer if others, who have an educational need, are waiting.

The software/hardware in the William S. Smith Library is the property of the SGC/University System of Georgia. Any effort to alter existing software or hardware, to add to or delete existing software, or to degrade computer system performance is considered an act of vandalism and is forbidden. Illegal copy or transfer of copyrighted materials (such as movies, music or software) is prohibited. These and other actions and/or behaviors deemed inappropriate by library staff (such as using foul/obscene language, displaying disruptive and/or belligerent behavior, harassment of other patrons or staff) may result in the loss of library privileges and/or access to the library at the discretion of the Library Director.

Users will be subject to suspension or revocation of library and/or computer privileges at the discretion of the Library Director for non-adherence to these guidelines, and/or non-adherence to the South Georgia College Campus Acceptable Usage Policy for campus computing resources, the South Georgia College Email Use Policy, and acceptable use outlined in:

* Public Use of Other Library Services

  • Use of photocopier and microform reader-printer. Copies/print-outs from these machines cost 10 cents for each side.
  • Use of Reference materials, newspapers, magazines, and journals (non-circulating items) within the SGC Library.
  • ILL service is available for community users only through the Satilla Regional Library System. However, SGC Library staff will be glad to assist in identifying libraries owning materials desired.


NOTE: The library reserves the right to change this policy. Such a change will be duly posted.
