B.   Hiring Policies

            1.   Nepotism - Employment of Relatives

    The basic criteria for employment of classified staff shall be the appropriate qualifications of the individual, not the relationship between employees.

    Relatives are defined as spouses (husbands and wives), parents and children, brothers, sisters, and any in-laws of any of the foregoing.

    No individual shall be employed in a department or unit in which there is a subordinate-superior relationship through any line of authority between the new hire and any relative. A "line of authority" shall mean authority extending vertically through one or more organizational levels of supervision or management.

    Relatives of current employees who are candidates for hire will not have any advantage or a disadvantage over other candidates. Relatives of current employees will be evaluated for College positions based on their job qualifications.

    The Nepostism policy does not apply to:
      * Children under the age of 25 hired as temporary or part-time employees.
      * Anyone employed as of February 14, 1990, where a relative of the individual holds a superior position, at least one level of supervision removed from the individual.
      * Exceptions approved by the Board of Regents, recommended by the Chancellor, clearly in the best interest of the College.
            2.   Age Restriction

    The College will employ minors only under applicable State and Federal guidelines. In the case of hazardous jobs, the College will not hire anyone under the age of 18.

    In compliance with the U.S. Department of Labor regulations, individuals under the age of 18 who are employed at the College must have an employment certificate issued by the Superintendent of Schools in the individual's county of residence. Certificates must be obtained before employment and will be included in the individual's personnel file.

            3.   Alien Employment

    The President shall send to the Chancellor, with the recommendation for employment of an alien, a certification that the services to be performed by the alien do not involve direct participation in the formulation, execution, or review of board public policy. Also, that the United States citizenship does not bear some rational relationship to the special demands of the particular position to be filled by the alien.
