Purpose:
Reporting to the President, the Vice
President for Business Affairs serves as the chief financial officer of the
college and is responsible for maintaining the fiscal integrity of the
Institution and ensuring that it is abiding by federal, state, and University
System of Georgia fiscal policies and procedures. This requires a thorough
understanding of the regulations and procedures pertaining to each of these
areas. Attention to detail is important in this portion of the job.
Nature of Work:
Essential Functions
- Plan, organize, and administer the business affairs of
the College and be responsible for all funds, securities, and physical
properties of the College.
- Assist the President in the preparation of the annual
budget for presentation to the Board of Regents; be responsible for the
administration of the approved budget in accord with policies and procedures
of the Board of Regents and the College; prepare budget amendments as needed
for approval by the President and Board of Regents; and provide periodic
budget status reports to budget managers.
- Supervise and be responsible for the collection,
accounting, and disbursement of all institutional funds; prepare and
preserve the proper financial records; and prepare financial reports as
required.
- Supervise the operations of all College auxiliary
enterprises, seeking continuously to achieve efficient business management
and provide for the welfare of the students.
- Supervise the building, rehabilitation, maintenance,
and operation of the physical plant of the College.
- Maintain adequate files of all deeds, titles,
contracts, leases, and other agreements of financial or legal nature.
- Be responsible for the safety and security of the
College including protection from fire, theft, vandalism, and the
destruction of College property; the safety of all personnel on the College
campus; and the enforcement of all College rules and regulations pertaining
to safety and security.
- Participate in the development and implementation of
an effective living-learning environment in College residence halls.
- Supervise all purchasing, inventorying, and storing of
all College supplies and equipment in accord with the regulations of the
State Purchasing Department, the Board of Regents, and the College.
- Maintain personnel records on all College employees
including contracts for academic personnel, loyalty oaths, financial
records, dates of employment, vacations, leaves, and insurance records; and
be responsible for securing a completed security questionnaire on all
employees.
- Develop and supervise a classified personnel program
including the recruiting, training, and evaluation of all secretarial and
clerical employees of the College and all other classified personnel under
the vice president's supervision; approve all applicants for classified
positions before they may be considered for employment at the College;
recommend to the President the appointment of all personnel for positions
that involve supervisory or administrative functions under the vice
president's supervision; and approve the employment of all other personnel
upon the recommendation of the appropriate supervisors reporting to the vice
president.
- Communicate essential information concerning the
fiscal affairs and economic growth and development of the College to the
faculty and the public and shall prepare or approve all College publications
or parts of publications that contain information concerning the business
affairs of the College.
- Advise the President of all business affairs of the
College, providing full information at all times of the financial status of
the College, recommending ways to improve the business operations of the
College, providing essential data concerning fiscal affairs, providing
information concerning the rules and regulations of the Board of Regents and
other state and federal agencies, and performing other services as may be
required by the President.
- Chair the Patent/Copyright Committee.

Required/Desired Knowledge, Abilities and
Skills:
The director
must have strong human relations and financial analysis abilities, excellent
oral and written communication skills, an understanding of an academic
environment and a demonstrated strength in budget management and proven
leadership ability. The position requires a sound knowledge of computerized
systems including hardware and software applications. Flexibility, adaptability,
resourcefulness and a positive attitude are essential to job performance.
Required/Desired Education, Experience and
Necessary Qualifications:
An advanced
degree in a business or related management/administration field and a minimum of
seven years work experience is required.
Supervision:
The Vice
President of Business Affairs reports to the President.
