Working Title: Director of Human Resources

This administrative position is responsible for the management and operation of the campus Payroll and Human Resources offices. Work involves the processing of functions related to hiring, terminating, and maintaining a work force, meeting Board of Regents regulations as well as requirements from state and federal levels. This position has also been assigned responsibility to ensure compliance and continued affirmative implementation of the Affirmative Action policy of South Georgia College along with Equal Employment Opportunity compliance.
· Advertises and processes applications for job vacancies and updates job descriptions.
· Performs orientation of new employees.
· Maintains personnel records of faculty, staff and retired employees.
· Performs exit interviews for terminating/retiring employees.
· Maintains benefit information on faculty, staff and retired employees.
· Processes death claims for life insurance benefits.
· Maintains unemployment compensation claims.
· Processes workmen's compensation claims.
· Maintains job flyers and required labor law posters on bulletin boards around campus.
· Reviews college employment policies relating to labor laws, regulations, and other labor trends and updates the Classified Personnel Policy Manual.
· Prepares annual reports.
· Prepares and administers annual open enrollment.
· Serves as liaison for campus-wide grievances relating to Affirmative Action.
· Collects and evaluates data relative to jobs and worker characteristics and updates the Affirmative Action Manual.
· Processes tuition remission applications.
· Prepares and processes payroll.
· Processes retiree payroll and maintains retiree insurance statements and drafts.
· Balances and processes payment for payroll reductions/deductions of college personnel.
· Processes flexible spending account claims/maintain proper record keeping on all claims.
· Process and maintain paperwork for college work-study students.
· Collects statistics relating to requested surveys from various organizations.
· Perform other job-related duties as assigned by the supervisor.
· Ability to make work decisions in accordance with administrative rules, regulations and policies.
· Thorough knowledge of principles and practices related to payroll processing and related record maintenance.
· Thorough knowledge of principles and practices related to maintenance of personnel records.
· Considerable knowledge of budgetary processes.
· Ability to understand oral or written directions from outside agencies relating to various aspects of the position.
· Ability to keep complex records and to assemble and organize data, and to prepare reports from such records.
· Ability to make a variety of arithmetical computations with speed and accuracy, manually and with automated data processing systems.
· Ability to attend workshops/seminars relating to departmental practices.
· Considerable knowledge of modern office practice, procedures and equipment.
· Considerable knowledge of federal and state laws and regulations related to employment and benefits.
· Proficiency in using word processing, database management, and spreadsheet programs.
· High degree of personal integrity and be able to maintain strict confidentiality.
· Ability to work effectively under stressful conditions and to effectively manage multiple priorities; ability to supervise staff and manage the work of the office.
· Excellent written, oral communication and people skills.
Supervision:
The Director of Human Resources reports to the Vice President of Business Affairs.
