Working Title: HVAC Specialist

Department: Physical Plant
This is skilled work in the operation, maintenance, repair and installation of air conditioning, refrigeration, ventilating, and related systems. An employee allocated to this class is responsible for planning, assigning, participating in, and supervising the work of air conditioning and refrigeration mechanics and helpers in the efficient operation, maintenance, and installation of air conditioning, refrigeration and related systems including special purpose equipment used in classroom laboratories. Work also includes preparing cost estimates of repair and installation projects. Assignments are received in brief form, orally and in writing, and the employee exercises considerable discretion in determining work methods and techniques. Work is performed under general direction, and is periodically reviewed for the efficient operation of mechanical systems and through discussions.
· Prepares accurate planning and scheduling of all work and efficient distribution of contracted labor.
· Initiates inter-department action requests and maintains close coordination between other disciplines.
· Ensures the designs and plans are complete, and conform to College standards.
· Maintains accurate cost control ledgers on all expenditures and commitments.
· Prepares estimates, department budgets and cost forecasts accurately and expeditiously.
· Ensures accurate and complete contract scope preparation, contractor selection, safety and compliance to code standards.
· Provides long and short-range project planning for equipment maintenance, preventive maintenance, and contract, for all HVAC/mechanical projects.
· Supervises and oversees HVAC contracts and contractor personnel.
Material Control and Management
· Submits material requisitions in accordance with established schedules to ensure ready availability of materials, supplies and equipment required.
· Research's availability and suitability of materials and equipment to meet prescribed standards and projects.
· Closely coordinates the upgrading of materials for cost effective management.
Administration
· Prioritizes processes, coordinates and schedules work to insure that all work is completed in a timely and efficient manner.
· Maintains records, inventories and systems pertaining to the HVAC operations.
· Effectively utilizes computer and other systems used in the administration of the Physical Plant department. Includes familiarity with computerized energy management systems (EMS).
· Develops budget and capital needs through facilities inspections and maintenance operation reviews.
· Develops cost estimates, contracts preparation and supervision of HVAC contracted projects.
Personnel Relations
· Provides essential communications and cooperation with subordinates, administrators, department heads, Physical Plant shops and other College personnel.
· Maintains a strong personal and professional effort to accomplish all assigned tasks.
· Establishes and maintains good customer relations throughout the College.
· Performs personnel actions to include performance evaluations, interviewing, disciplining, and recommendation for termination of personnel assigned to his/her area.
· Reports to work as scheduled by immediate supervisor.
Marginal Duties
· Provides multi-trade project assistance to the Director as appropriate.
· May be subject to being on call, carrying beeper or two-way radio, working with hazardous materials, schedule changes based on the needs of the College and long hours to complete/perform scheduled projects or emergency work.
· Performs other job-related duties as assigned by the supervisor.
· Considerable knowledge of mechanical maintenance, repair and HVAC installation.
· Ability to plan and supervise work assignments.
· Ability to read and interpret plans, sketches, drawings and blue-prints of machinery and electro/mechanical equipment.
· Skill in diagnosing mechanical defects in HVAC systems.
· Ability to establish and maintain effective working relationships with subordinates, staff, administration and other campus constituencies.
· Ability to estimate labor and material costs and to assist in planning projects.
· High School Diploma required, supplemented by vocational training in the design, operation and maintenance of mechanical systems and considerable experience in the operation, maintenance and installation of air conditioning, refrigeration, and related systems; three years experience in HVAC supervision, or an equivalent combination of training and experience.
· Computer literate and have experience with energy management systems and applications.
· Associate of Science Degree in HVAC or Mechanical Technology desired.
· Conditioned Air Contractors License preferred.
· Refrigerant Transition and Recovery Certification required or obtainable within the first year of employment.
Supervision:
The HVAC Specialist reports to the Director of Physical Plant.
